Col Richard H. Boutwell has been nominated for appointment to the rank of brigadier general.  Boutwell is currently serving as executive assistant to the commander, U.S. Northern Command; and commander, North American Aerospace Defense Command, Headquarters U.S. Northern Command/North American Aerospace Defense Command, Peterson Air Force Base, Colorado.
