RDML Dale E. Horan will be assigned as commander, Carrier Strike Group Eight, Norfolk, VA. Horan is currently serving as deputy director for operations, National Joint Operations Intelligence Center, Operations Team Five, J-3, Joint Staff, Washington, DC.
